Unless they have cause that there is indeed a health risk and evidence to show it based on their own inspection and review, there is not much that the health department can do. Most places that do get shut down for issues tend to be able to reopen within 24 hours after they resolved the issue.

The machine must have broken. The inside is lined with glass like a thermos There are 2 layers to keep the interior and exterior parts isolated. The machine either had a bearing failure and threw the mixer against the side of the inside of the machine or the insulation froze and expanding cracked the container. But there should be evidence of the damage, inside you will see leaking from the internal wall and it will be in the space between the inside and outside containers in the unit. It also will make a lot of noise The insulation would sound like rocks in a cement mixer hitting the metal screw assembly that pushes the fluid out the nozzle

Here's what it is. The blender started breaking from the bottom causing it to mix inside the blender. A blender is made of glass dummies. Glass does get old. The glass is chipping off from the inside.

There's too many recalls on food and too many restaurants that are questionable as well. There needs to be a law passed for extensive background checks for people working with food and the FDA needs to step up their procedures by doing background checks and every other day checks on mass produced food. I pray this beautiful child remains ok. There really needs to be stricter laws passed for food distribution. This is ridiculous. No parent should have to worry about food or treats for their children.
