I checked RBI's official recruitment link and no such cut off marks notice was released. I rely doubt the genuineness of this source that's been circulating amongst youtube channels given the low cut off and the unfortunates who haven't got selected even after attempting way more than the cut off with their track record of high accuracy. This seems fishy!
