It could be a bunch of lies to get more inmates to join them. It could also be that Rocksteady wanted to leave the implication, but couldn't show anything because of the game rating.

@@chaoticstarfish3401 It could be either I suppose. Jokers goons did kidnap a nurse from outside the city in an attempt to cure the Joker but I think you're probably right about it just being a lie to get more recruits.

Maybe there are a few female prisoners? Perhaps we just didn’t see them? Wouldn’t it be a bit unfair if only male criminals got sent to this hell hole while women stayed in regular jails?

I've heard that, if you tamper with some of Riddler's machines before he kidnaps Aaron Cash and Co., he gets upset about you messing with his things early than he intended. There's apparently also extra dialogue if you mess with them after he's kidnapped Aaron Cash and Co. but before you go to the church. I'd appreciate it if you could record this dialogue.

@@Edwardcole40 I've heard most of this dialogue in game before. You just have to hang around a bit and wait. Some areas have to be revisited or approached slowly etc. For example there's some dialogue I missed on my first playthrough during the Protocol 10 sequence when thugs are hiding underground.
