Can you enter Harry Potter World even without an express pass?

Yes you can. Your express pass will have a time slot for land entry similar to Nintendo but they don’t enforce it. So you can go any time - they used to limit people but not anymore. The slot you have for the rides (Forbidden Journey and Flight of the Hippogriff) will be enforced however. So if your time slot is 12pm-1pm you can enter the land at any time of the day but you will only be able to use your express for the rides at that specified time.
