That's how Niantic makes the big bucks, releasing event-exclusive and regional pokemon that provide a huge competitive advantage in PvP. Then they tweak the moves before the next wave of exclusives is released to make them OP and reduce the effectiveness of existing ones.

I started playing in late 2019. I never got an Armored Mewtwo and there's never been another opportunity for someone like me who started late to get it. I haven't found anyone who had an extra one they could trade me. I know it's not the best Pokémon for Ultra League, but is still good, and on some teams, it could be useful.

Aeroblast+ and ++ are actually the same power and energy as regular aeroblast in pvp, but they are more powerful in raids

Ignoring the fact that the top meta Pokémon are extremely hostile to it, I can think of one change that could bring it back into the meta: give it Icy wind. Hell with icy wind it’d probably become viable in every league. That may be too extreme and make it broken but that’s what it’d take in the current meta. Maybe even liquidation could be impactful and a less polarizing option but regardless sky attack is just way too bad of a move to ever justify using lugia.

I still don't get arctibax, oranguru & giraff with good pvp IV. That's why I'm still using miltank, clodsire and jellicent ( sometimes I change to drifblim or Annihilape to prevent bad RNG matchup). Also some of my opponent rage quit when they face my miltank as lead, maybe they don't have answer for it.
