@@Sci-FiPills Elecman. The Rolling Cutter is Elecman's weakness, and honestly, without it in the original game, Elecman is very difficult to defeat (the Thunder Beam is taller than Megaman's jumping height).

I usually went for Cutman. Cutman gets knocked back by the arm cannon, he takes more damage from it, and he has the habit of just standing in one place when he throws the Rolling Cutter. Plus Elecman's Thunder Beam is a much more effective weapon than the Ice Slasher, and getting it almost necessitates the Rolling Cutter.
