Sleeping slaves was crazy and out of nowhere it surprised me when I read the manga I thought it was out of order and I had skipped a whole arc.

This villain is not powerful enough like dio Brando was like..dio Brando even more powerful as the villains...

Diavolo was still powerful enough to actually get many characters including a few of our main cast killed throughout the story, remaining a big threat to the very end of it. Dio got Kakyoin, Iggy & Avdol killed (directly or indirectly). On the other hand, Diavolo got Abbacchio, Narancia & Bucciarati killed; so they both have the same kill count in their respective parts. Their Stands are also quite similar and I don't think there's that much difference between their power levels. The only reason Dio seems more powerful is perhaps because he is THE original JJBA villain and has a scary aura around him (maybe because he's a vampire?) Diavolo, on the other hand, is kind of a clown who got the most pathetic ending ever for a jjba villain, so it makes sense why fans don't take him serious anymore.
