The board doesnt set work package tolerances, they set project level tolerances. As far as i understand PM would set work package tolerance so team managers keep within project level tolerances

The project board doesn't set project level tolerance. They set stage level tolerance. Business layer sets project level tolerance. Project board sets the stage level tolerance. Project management sets the work tolerance.
