Could be Houdini VAT characters. They are all fixed animations.

Looks fun, but ordinary VAT won't be controlled (having a state machines or so). So it will be always a "static" crowd.

Houdini Labs VAT tool for aniation export and Houdini to Niagara exporter to load crowd distribution point cloud. Although last is optional. The crowd itself is a NIagara system that supports mesh LOD switching per particle based on distance.
