I think it was Gopal Krishna Gokhale and Dadabhai Naoroji, who were against Lokmanya Tilak becoming President. It was Congress' rule, that if the session is held at a Presidency you belong to, you cannot become the President of Congress. Session was moved from Nagpur (Central Provinces) to Surat (Bombay Presidency) since Tilak was from Pune.
