I'm sure Valve just wanted the citizens to just be comic relief, but their gormless and sort of childish behavior actually fits quite well into the canon. These guys are adults, most of them on the younger side and probably grew up with no education, that plus the water may or may not be making them stupid, at least some of them.

I think the situation's far simpler; They simply gave the script to both the male and female VA, since going through the effort of finding out if male or female instance is used is slower than just recording it all.

Another obscure fact from Half-Life 2: When you pick up and object with gravity gun, your movement speed will be slightly lowered depending on mass of a carried object, but can be restored by pressing Walk key (ALT by default). This doesn't apply on carrying objects with hands.

This would be very simple to implement it because it would be only needed software for map decompiling and manually implementing map logic in Hammer for choosing citizens with matched .vcd files. It's really simple to implement in Hammer even though it would take some time to do it.

unless there's some really obscure undiscovered glitch or some kind of a hardware issue, no gendered rebels either have a specific model assigned to them or a specific gender, and the code for handling those doesn't seem to have any room for errors
