Petra was build in the old world during Noah's time and some part of it destroyed by the great flood and later civilizations just found it's ruins. Nabataeans didn't build Petra, they just found it and develop it.

I too believe that some of these ancient sites like Petra, the pyramids, the aztec and mayan structures were all built during Noah's time.
