Thanks mate! If you are going for Samsung Note 9 then u might have to face some issues such as low battery life, custom roms might have bugs, might not get android 12 and gaming would not be that good. And yes 60hz refresh rate is considered slow now. My advice would be to go for a newer device. You will definitely get a good camera. See every phone has its downside, I can recommend you some phones. Realme X7 max: Powerful dimensity 1200 processor, 120hz super amoled screen, 4500mh battery, 50W fast charging. Some cons would be realme os, will not get any custom roms but will get android 12 officially from realme.(In flipkart's big billion days, this phone will be around 20k) And the phone just for the camera would be Poco X2, it has the flagship camera sensor, 120hz screen (not amoled), and an average processor. And yes 4500mh battery. And if you want custom roms and want a gaming phone then go for poco x3 pro. But have to sacrifice for the camera.

Yes, root is mandatory for this. If you would install twrp recovery without root then after rebooting, the custom recovery will be replaced by the stock recovery. Moreover, rom cannot be installed without root.

Its a custom rom and would not be perfectly stable. And about this rom, this is a stable build and many people are rocking this as their daily driver. You can also try this and do make a backup of your current rom coz by chance you didn't like the rom, you can always go back to your stock one. I must again say this that this a custom rom and some app might lag by time. So, take your step carefully.

Definitely never. The rom is made for a different chipset and different sensors. If you try installing this your phone will go in to the bootloop and it is really difficult for a beginner to fix that. Long answer short you can't
