I didn't know that Windows 8 setup can be run from Windows XP, while 8.1 not

Windows XP and Vista cannot be upgraded directly to Windows 8.1, which sounds rediculous in my opinion. The minimum requirements of the upgrade of Windows 8.1 should be Windows XP, Windows Vista, 7 and 8, instead of Windows 7 and 8,.

You can't do it directly, because the first system is only 32-bit, and the second is only 64-bit. Works mostly only from Windows 2000 to Windows 10.
