I'd make sure the new power plant is attached to edge of the map with high voltage so you are exporting that's extra outside of the map. I didn't catch you connecting that during the episode

In lieu of move it, you can click the move button on the info panel of service or unique buildings and turn off snapping. Then you can wiggle it around easily.
