CLARIFICATION REGARDING SC/ST CERTIFICATE : STATE or CENTRAL? First of all central govt. does not issue SC or ST certificates ,only the state provide caste certificate for SCs and STs . Secondly, in the notification UPSC instructed applicants to maintain two things - one is the format and competent authority who is issuing it and second is the category should be listed as a scheduled caste or tribe in central list [Para 9(1) of the notification]. If both the conditions are satisfied in your state caste certificate,then you can apply through that certificate only.

The same situation is with me also. I advise you to not waste your 1 attempt. The same happened with IPS MOHAN (rank 551 upsc cse 2023) he passed prelims but upsc does not allow him to appear in mains. So he cleared Upsc in 2nd attempt
