At 27:30 The ex officio chairperson denotes that chairperson belongs to a distinct office. But does not mean that chairperson is not a member of the council or has no powers as member. Thus, the Home minister by being ex officio chairperson is also a member in conventional sense. A non member chairperson (Rajya Sabha) is different from ex officio chairperson (Home Minister in inter state council or RBI governor in Monetary Policy Committee)
