NPA asked for moving "from positive to Normative" and CPA asks for " normative to empirical" so what can be said about influence of one on the other?

Sir, What were the observation in Mathur's Model? How or where can I quote this to substantiate my answer
@UPSCPublicAdministration7 жыл бұрын
+Preeti Sharma What observations did Mathur finally conclude with? I'm as clueless as anyone else on this. I tried very hard to find about the final results of his study or specific details of his study, but internet doesn't help in this case. I guess reading detailed academic papers would help, but as UPSC aspirants, that is beyond the scope of effort required. But one thing is for sure, Mathur's Model is important little piece of our syllabus, because we find it being mentioned and quoted in many books (even Laxmikanth mentions it if I'm not wrong). As far as its significance is concerned, as I've mentioned in the slide, it is important for micro-level comparison. So whenever you are explaining that aspect of CPA in your answers, you can always give an off-handed reference to this model as an example, without going into details. That would surely leave an impact on whoever is correcting, telling them that you know your examples well, but due to limited word-limit, you did not dive deep enough. Other than referring Mathur during micro-level aspect, UPSC might surprise you by asking about this model specifically. And when that happens (which I personally feel won't), all we have to make do with, is the information we have. Or else waste more of our times in reading long academic papers and figuring out exactly what Mathur came to conclude, which I definitely do not recommend, since the result is not worth the efforts that go into it.
