URGENT small creators NEED to do this before Dec 31

Can you provide a link, a screenshot or an article explaining this because this is the first i've ever heard of this, and I am in some big youtuber discords and even they haven't heard of this. I've got no notification in my adsense account, my gmail or anything.

Interesting, For me it's inside adsense as I log in at the top of the page and also recieved gmails can't miss it right at the top in a red notification in adsense. I need to join these discords and to share my screenshots because if i'm the only one i guess that is a positive if no one else has this going on
