it does apply break but only when reaching level 25 and picking the apply break talent and the doom on the video was only lvl 24 so the only thing doom skill could apply was mute therefore ursa could still use fury swipes(still worthless thanks to chain stuns)

No, Ursa is pretty good vs doom. The passive are not disabled till 25lvl talent and if Ursa uses his ult before Doom's, Doom's ult will expire very quickly. But you kinda need aghs for that to actually work.
