The one tile that is settleable and directly to the left of lake retba is the god marsh settle. Settling on that agacent land mass will even build up loyalty! Tho I am sad that you missed the city plan that could’ve had a plus 6, 7, and 8 industrial zones, a plus 5 campus all in three cities if you put down a dam instead of etemmenanki
