It's called a by name request. Senior officers can hand pick their staff members, and commanders by submitting a by name request, to HRC, for specific personnel to be assigned to their units. The higher rank the officer is the more ability they have to do this. It's pretty common and not hard for someone with a particular kink to surround themselves with like minded "pups".
