A president doesn't have the authority to pass an amendment to the constitution. An amendment requires ratification of 3/4 of the states. The United States enacted Prohibition of alcoholic beverages with the Eighteenth Amendment to the Constitution and Volstead Act in 1920 under President Woodrow Wilson.

The Volstead Act which was the law enabling the 18th Amendment to be enforced was passed in 1919. Wilson was President then. He actually vetoed it but his veto was overturned by Congress. The President who most missed out on his favourite tipple was Calvin Coolidge.

Him choosing to not drink is extremely impressive.

Caffeine is as unhealthy for you as alcohol is, caffeine raises blood pressure significantly, it tears up the stomach lining, and it causes kidney stones. Alcohol damages liver though, and also raises blood pressure and hurts stomach, but only if a heavier drinker. Some of the presidents of the past who lived to an old age and whos favorite drink was beer or hard cider, that doesn't automatically mean that they were heavy drinkers, it could mean that they just enjoyed their favorite drink socially or in moderation and had just 1 or 2 a day. Doing that is less damaging than being a heavy coffee/caffeine drinker. But heavy drinking is just as bad or worse. There were some presidents who were heavy drinkers such as Ulysses S Grant, and he didn't live to an old age, he died at 63. Lincoln didn't drink, and he probably would've lived to an old age if he wasn't shot

I don't know where the information that U.S. Grant's favorite drink was champagne when actually, it was known he drank Old Crow whiskey & smoked lots of cigars (that knowledge was also known by President Lincoln). Grant had cases of Old Crow shipped to him. Allegedly, other officers complained to Lincoln. Lincoln said if that's so, considering the results Grant gets maybe all of my officers should be drinking Old Crow. Of course, as President, Grant would attend some social functions. So of course, he would indulge in whatever was served. But I doubt he went out of his way for champagne when whiskey was available. Grant was not always as drunk as many believed him to be, though he did indulge. But how else could he have won the Civil War & outmaneuvered a West Point General like Lee, who graduated second in his class?
