Try it (and modest hyperventilation just before entry) yourself and you'll see a huge difference. Like a boxer in a warmup suit. Anyway, the pool is at an ideal temperature. Nobody gets cold in the water when racing. The cold part is hanging around waiting for the race to start. If anything these swimmers look overheated and under oxygenated.

This is my interpretation. The video is likely correct. However, at least technically or clinically, the "blood transfusion of sorts" isn't seen as doping by Smurfs USA. Although, in the spirit of good, gentlemanly sports, such an oxygenating technique nevertheless enhances performance, which must now be sufficient banned in the Rules Book of international sports, viz. in respect of Swimming.
