The same may be asked or may not..depends on the Consular and your answers!

You can create a profile in the in Scheduling site given in description box of this video. While scheduling , you can add dependents or family members against that individual's DS160 number. Then you both can schedule same slot together. You need to opt for language at the embassy during interview. So once you are there, opt for Hindi. For your child, dont think it is needed. NOC is a way of shoing your leave is approved and you will be joining back on XX date. You can show your leave approval letter also

I also work in Govt. Deptt under Finance Ministry and yes, in our case, we have to apply for 2 NOCs; 1. Application for filing VISA for traveling abroad. 2. After VISA is approved then we have to apply for another NOC i.e. for Permission to visit abroad. In govt organisations they have become very strict these days! Though the good thing is everything is online and no paperwork is required.

for interview - NO. In Chennai, there is some make-shift arrangement in local auto where they keep phone/wallet but charges a lot
