This is exactly what happened to my wife in Hanoi over a year ago. She hired a company to submit her DS-160 in an attempt to come see me during the pandemic while her spousal visa was being processed. She did this because she doesn't speak English and figured it would be the better choice. Fast forward to 8 months ago when her case was approved by USCIS and now my attorney has been waiting 4 MONTHS for a FOIA request to make certain her DS-260 matches up to the copy of her DS-160 when submitting to the National VISA center. This has gotten so destructive to our marriage that I got congressman Jim Jordan's office involved for this FOIA request last week. I'm no expert in this field but it's quite clear to me that our immigration system is broken. It seems to punish those of us who respect the steps and procedures. Thank you for the video but I am in such despair!

I can't find information which embassy email I can use to notify the Visa Application Center about the change of program dates and changes in dates DS-2019. It is written that it is necessary to inform about changes in dates DS, but there is no other information where to report it. Moreover, everywhere it is written when you have an administrative process not to contact the embassy and just check the site. And when I called them, there were no options for choosing a line to find out this information.
