As far as I'm concerned, any facility, and I mean any facility especially those involved with meat production for human consumption that does not have a USDA inspector on-site to ensure the safe, humane handling and swift harvesting of the animal as well as adhering to government all regulations should not be allowed to operate in any capacity whatsoever. The only, and again I mean the only time an inspector would not be required to be present would be in cases of farm slaughter where the animal would be for their own personal consumption. Other than the reasons mentioned, there should be absolutely NO unlicenced and uninspected slaughter houses to operate anywhere in a responsible and civilized world , it's really just that simple, period and end of story.
