Use of Ladder Safety Systems | Cages and Wells, Personal Fall Arrest

OSHA requires that all fixed ladders installed on and after November 19, 2018, must be equipped with a personal fall arrest system or a ladder safety system.
Per Code of Federal Regulations 1910.28(b)(9)(i) (B), an employer must have a personal fall protection system or ladder safety system for ladders extending over 24′. However, to help our customers meet this new requirement and protect their employees Kice will now offer a ladder safety system, excluding body harness, on all ladders exceeding 12ft.
OSHA defines a ladder safety system as a system designed to eliminate or reduce the possibility of falling from a ladder. This type of system usually consists of a carrier, safety sleeve, lanyard, connectors, and body harness. Cages and wells on their own are not considered ladder safety systems and may infact interfere with the operation of some of these systems. As such, Kice will no longer be including cages as standard part of our ladder design.
Final Deadline
On and after November 18, 2036, all fixed ladders must be equipped with a personal fall arrest system or a ladder safety system.
Note: The revised ruling doesn’t require removal of ladder cages and wells prior to the final deadline (as long as their presence doesn’t interfere with the use of a ladder safety system or personal fall arrest system), but stipulates that after the phase-out period, alternative forms of ladder fall protection are required to ensure compliance.

If a second employee needed to access the top of the ladder with the firs employee. How does the 2nd employee retrieve the tie off point when it is at the top?
