Yes, fresh leaves or flowers are more potent . Even their smells are different if you noticed But dried powdered leaves are more concentrated in nutrients because you need so much fresh leaves to make a small amount of powder.

Boil a cup of water and put maybe half tablespoon of clove in it after the water boil and leave it overnight to soak. Then I strain it a paper towel in a container the next day. You can use cloth if you like to strain the water to separate it from the clove. I spray it on my scalp and pour the rest of it on my scalp before conditioning. I always make enough clove water to last two weeks and put it in the fridge. I also spray like two times a week in my hair and wash it out on the weekend. Since I did it a few times, rarely any itching. Even with braids in. I did recently to refresh after months cause I felt some itching.

Fresh moringa leaves (rinse the leaves). Fresh Ginger (rinse the ginger). Pound the both in a mortal. This forms a paste. Transfer the paste into a sterilized jar, then add about 250ml of olive oil. Double boil them in a pot of boiled water for 15 minutes with a continuous stir on low heat. Turn off the stove or gas and strain while cold. Transfer into a sterilized bottle and apply to the scalp of the hair.
