If we individually refresh the page the updated setState value gets lost to the default state how can we overcome that ?

On Page refresh that will always happen. To avoid that you will have to persist the state value somewhere. Either in the database or in browser's localStorage. When page is refreshed, seek state info in DB or localStorage and set the default value as per.
