Using Excel to Calculate Probabilities

I am doing empirical probability/theoretical probability.. if the number of sides is 15 and the number of rolls is 1 does that mean I only roll the dice 1 time and see how many times I will get 15 with that one roll? I hope this makes sense.

You are finding the probability of rolling a 15 on your one roll, yes. So it would be 1/15 since my assumption is the sides are numbered 1-15.
