Doubt that. They would never give a legendary item for free.

@@-lithium-1s22s1 EDU railgun, Cupid railgun, and Poison Torpedo are legendary items and they gave those out for free in community goal events. The ranked store items are also technically free. They also recently gave out the legendary autocannon URWS for free(sold for jingle bells). I think HyFly will most likely be a reward in a community goal event, since it came out sort of standalone and apart from other items.
