I was born in 2006 , 15 years after fall of Soviet Union and I'm also not Russian, I'm an Indian but I still feel sad about USSR because we Indians will never forget that how USSR helped us in 1971 Indo pak war. It was the oligarchs on top that wanted power for themselves who were happy with the USSR breaking up, not the people! That said, modern Russia under Putin is a rather nationalistic mafia state, not a socialist federation like the USSR was, so currently almost none of the forner republics would really want to "reunify". (especially as a lot of those republics are ethnically and culturally very different from Russia)
