You can't make a Vocaloid, but you can make an UTAUloid. Ritsu is a UTAUloid so he is free to use and download. I just downloaded his voicebank and counldn't get it to work so I tried a different one, it doesn't have all of the voice files but you never know when you might need an extra voice so I kept him. He's a very hard voicebank to use.
