How about, no unit besides an scv can be made without making an equal amount of them, compared to all your other units. So, you can make 50 marines, but if you wanted to make a medivac, you need to make... 50 of them. You could have 25 marines and 25 hellions, or you build up banshees, marines and vikings together. Whatever the comp, you always make equal amounts.

marine/maruader/ghost/medivac might not be that bad. Could even add in widow mines and hellions for harassment. But always in totals of... whatever total you've gotten to at that point in the game (unless some of your most plentiful units are killed, then the equal number total drops with it). Seems a bit complex at first, but it's really not.

One possible change to the rules to deal with skytoss is allowing liberators for anti-air. In combo with EMP and dorito dust, ~15 libs shred carrier clumps like you wouldn't believe. It would require you have a good eco lead in order to make the tech switch, but that keeps it challenging.

Series idea:: As many attacks at once as possible. For example, with Zerg:: The Zergling, Roach, Ravenger and Muta can all attack the same object at the same time. Construct armies so as many units can attack a single unit at the same time as possible.

I feel that the last game could've went in a different direction with more Factories, Widow Mines and Orbitals instead of Banshees and PFs. Having to contend with mass upgraded Mines in your flanks while trying to defend Nukes can get really oppressive really fast, forcing poor Detection control (especially if the Terran keeps scanning). Just thinking out loud (with the benefit of hindsight) for future games btw. Not gonna even pretend that I'm remotely qualified to critique your art. Also, maybe you could allow a couple of Medivacs to the rules?
