When you say around 75% design should be figured , do u mean the actual wireframes or just the user flows with all edge cases covered.. Could you also please explain me what do u mean by visioning and baking in above (just to get clarity). Thank you!

I would include wireframes in that estimate, because otherwise you'll be doing the wireframes within the regular sprints. What I mean by baking is that it takes time for the team to agree on what the right design is. So for example if you were producing wireframes for the first time in a sprint, you would get lots of feedback which would result in several rounds of changes. Visioning is just the process at the beginning when you are trying to figure out what the product is going to be, often when you have multiple concepts or variations.
