Yes, but that is not a straight jacket formula, every case is to be analysed as per the formula given in the stamp act which is narrated in the video

11 മാസ കരാർ ആണെങ്കിൽ രജിസ്റ്റർ ചെയ്യണം എന്ന് നിർബന്ധം ഉണ്ടോ? ബിൽഡിംഗ്‌ വാടകക്ക് കൊടുക്കുമ്പോൾ അത് നിൽക്കുന്ന സ്ഥലത്തിന്റെ വില കണക്കാക്കിയാൽ മതിയോ അതോ ബിഎൽഡിങ്ങിന്റെ വാല്യൂയേഷൻ കൂടി വേണമോ?

For 11 months both registration and stamp paper with relation to value is not necessary.
