To be totally fair as well, this was in a critical point of the championship where the contenders really needed points. That's why you only saw 3 cars being fixed up. The rest got towed off even with lighter damage. Those 3 were the top contenders for the championship title that year.

You can really sense the exasperation and frustration in Neil Crompton’s voice when he said “That’s stupid…I said 15 seconds ago, that you can’t afford to have a crash in these conditions.” It wasn’t said in a “haha told ya” way. He just foresaw what was coming and was hoping the drivers would be more sensible. And the line where he says “They’re all broken. Forget about it.” Genuine frustration.

Im assuming under the safety car they didn't think it was raining that hard? This is a perfect case of sudden rainfall fooling everyone. Or wasn't it dry over in the pits but on the other side of the circuit it was hammering down with rain? Mad circumstances. Always rely on rain to throw up chaos and unpredictability. Bet Johnathan Webb has never been more grateful for rain than that day!
