Too be fair he is the rival. Remember lot of Anime rivals is always cooler and more badass then main character. Like characters Vegeta Sasuke. Also people give Issei give way too much hate I understand his pervert personality can turn off people. But point of the Issei character and also early drafts of DXD Issei personality was originally going be more of Kiba personality but however Ichiei Ishibumi creator of DXD change in last minute beacuse he say that personality been boring for protagonist. I think he make good choices change Issei personality beacuse if Issei did Kiba personality like originally going to be. He would been another Kirito.
