it's the fuel that's actually burning, when they touch the torch to their tongue some fuel is left behind. Though this is just a fire trick and isn't fire breathing, Fire breathing is a bitch and a half because you have to hold the fuel in your mouth which is a big reason why people switched from kerosene to paraffin as it's not as toxic, nasty, and oily as kerosene and also burns cleaner (less black smoke)

Please do tell me what fuel I should have been using and please don't say white gas or alcohol. Please explain how kerosene doesn't create more black smoke than purified lamp oil.
