i dont know us laws or laws in whole (only know what to do and not to do) but csgolotto are not a gambling site, its a lottery site. it only allows people over the age of 18, and there are no money payouts. it is free to play and make a user and from what i see no laws were broken (but i still dont know law). it was wrong to not properly tell people they are owners of the site but it was never hidden for anybody.

they have to tell either they are promoted, sponsored or owner of a gambling site, but their ToS (terms of service) do state that you have to be 18, + csgo has a 18 year old restriction. therefor i believe if underage kids is using csgo lotto it is their parents responsibility. also, when making a website make sure to have the ToS on the registration page (i prefer to also have a agree checkbox allowing only registrations if you agree. this could have been easily implemented).
