You can secure your Leatherman Signal putting the pocket clip through the top, small loop and secure the bottom through the bottom, bigger loop. You can do that with just about anything that has a pocket clip, like the Surge, for example.

Is it waterproof?

not waterproof, but the outside is water resistant, as in the water will not soak through the fabric easily but i mean like drops of water, not drenching the thing in it. the urban prepper has a video where he absolutely drenches it in water if you want to see how it reacts

Maxpedition is not garbage quality. Vanquest may or may not be better, but to say Maxpedition is "garbage" really makes you sound like you have no idea what you're talking about.
