Is the machine running above or below it's first critical?

Above critical speed?

Yes. To ensure stability and minimize the risk of resonance, machines are often designed to pass through the first critical speed quickly during startup and shutdown, then operate at a higher, stable speed. By running above this critical speed, engineers can ensure that the machine remains stable and experiences minimal vibrations during normal operation.

Flexible rotor. It's an inertia-controlled system where the high spot's response is being controlled by inertial forces. Below first critical, it's largely the elastic forces responsible to counter the high spot's response.
