I guess it's the unpredictable nature of electricity that makes it more complicated. For example, Neuro's lava lamp is predictable, it collides with a wall and bounces off it in a certain direction. but the electricity in these objects is different since it shoots at random directions and the rays are not always the same, which makes coding more difficult basically you would have to make the entire perimeter of the circle individual targets and have hundreds if not thousands of different ray patterns Not to mention that the rays can split and touch the sphere in different places at the same time
