Vehicle Inspectorate (UK) - MOT Matters - Rotten Cars (1997)
For older vehicles, corrosion is a common cause of MOT failure. It is also a part of the test which often gives concern to Nominated Testers. Unless a correct assessment is made a corroded vehicle which is still safe may be unnnecessarily failed and perhaps consigned to the scrapheap. Even worse an unsafe vehicle could be used on the road without the owner realising.
This Video has been produced by the Vehicle Inspecorate Training Services to assist MOT nominated testers in detecting and assessing corrosion on vehuicles presented for test. it shows:
- Methods of detecting corrosion
- Assesssment of location and extent of corrosion
- Prescribed abnd non-prescribed areas on the vehicle
- Pass and fail criteria
- Assessment of methods of repair to corroded areas

In 2019, it's no longer corrosion that decides the fate of the vehicle, it's the electonics that decide the economic fate of a viable repair, Progress? I don't think so!

Yes, failing electronics will send a Mercedes to an early grave. If not the grave - a very poor resale value. Stick with simplicity - like an early Beetle.

The level of complexity legislated into cars these days, especially throught the emissions standards, really seems to suggest that there is a movement in government interested in substantially reducing or entirely removing mass private vehicle ownership.

Video from 1997, loads of D and E reg Fords and Vauxhalls piled up in the scrappy at just 10 years old, probably all rotten. Meanwhile that G reg Volvo 760 on the garage ramp in the background was still on the road in 2007.

A colleague was part of this film production and it was filmed in late 1996, not that this makes it that much worse for those 10 year old cars. It seems that from around the mid 1990s there was a move away from getting major repair work carried out on the family car, such as engine reconditioning or welding jobs so that you could give the car three or four more years on the road. Car models started to change more frequently but many of them weren't that much better. We had one of the last Golf Mk 3 models from early 1997 and it started to go rotten in the early 2000s and a relatives Mercedes E Class from around the same period literally fell to bits with rot that you would have seen on some cars from the 70s.

Since corrosion to the framework is referenced herein, there could be a few issues. Of course if you wanted to, you could weld it up, since the Cortina was notorious for corrosion, and many have rusted away completely now. Hope this helps. kzbin.info/www/bejne/qnzcq558nNGraM0

I'm keeping my Rover 75 on the road. The head gasket hasn't gone on its K series engine. If it ever does I'd get it done then sell it & buy one with BMW engine or transplant an engine. Old cars are viable if they are maintained properly but they need money spending on them. New cars cost more in monthly HP payments & devaluation so it still makes economic sense. Often repairs & maintenance cost more than the old vehicles value but if you plan to keep it then it's still value for money.

@River Huntington... MASSIVE RESPECT to what you are saying.. I am trying my VERY VERY VERY best to keep my 20 Year old Toyota Celica on the roads... I have spent a total of £500++ on repairs in the last 2 Months and YES the car has developed YET ANOTHER problem this weekend which means more repair bills and more time without a car AGAIN! The car has done 169,000 Miles and is 20 Years old... Maybe the car is trying to say she is ready for "Car heaven" and she has simply had enough..

I worked in a scrap yard in the late 80s early 90s . Nearly Every car that came in, drove in . It was always the rust that brought them in . Now its the engine because of all bull#$it electronics.

I've just moved to Bulgaria and it's great seeing all these old classics still on the road .....in the uk they would have been scrapped years ago 😂 but must admit a scrapyard would be the best place for some of them 😀

If I remember rightly, the Sierra was available as both a saloon and an estate. I tell you something, right. They are very spacious things.

What gets me is this. People are saying poor Sierra. Ok fair point. But surely that car should have been stripped before being crushed? At least had the wheels removed? The body will have been rusty, but there looked to have been a lot of useful parts. All gone to waste.

The one thing that I always find 'wrong' (IMHO, maybe not everyone else'!) is that they don't break the windows before crushing; look at the spread of that rear windscreen as they crush, the glass flies quite a distance away.

I took a Triumph 2000 for an MOT and the testers came out laughing. They said it had some legal re-mould tyres but otherwise everything had failed or couldn't be tested. Amazingly though, that car got fixed and ran for many years afterwards.

In London, from April 2019, anything pre 2006 will be ‘too old’ and will have to pay a daily £12 charge...

SuperFIFTHGEAR - it’s the ULEZ. Sadiq wanted to bring it forward to 2018 but wasn’t permitted so he introduced the T-charge in the meantime. It’s similar but not so complete. Basically, it’s money making - as long as you pay you can drive whatever you like 🙄

I´m german and I´m driving my little east german car since 1968, as a daily driver until 2005 (when i bought a Volkswagen because of the children) and since 2005 nearly every weekend and on vacation. My Dad drove the Wanderer 4-Door-Limousine of his parents from 1932 on when it was new. It was his car through the third reich, the war and the socialist era until 1990 when he bought a new west german car. And the old Wanderer is still intact and used by us for weddings, etc. People whose cars end up at the junkyard after only 10 years, and whose vehicles look like the ones in the video, are definitely doing something fundamentally wrong.

Well, this is interesting - just found out this vid has made it to KZbin. Thank you to those who said they found it useful. Yes, I do sound like Bob Mortimer, no surprise there - we come from the same part of the country. As for the people who took issue with my.... er...sartorial elegance, please bear in mind that this was shot 20+ years ago. Perhaps you can post something from 20 years ago to allow some kind of comparison. By the way, the beard is still there, just greyer, lol! Interestingly, at the time the vid was made I did indeed have a Doberman - very perceptive, whoever you are. However, I didn't (and don't) sell drugs to kids, so that was a bit wide of the mark. Anyway, all that is behind me now. I spend my time doing lots of things, mainly with to do with motorbikes and restoring old cars. Putting theory into practice, so to speak. I see that some people have put some quite negative comments as well. Never mind, its not as if I give a flying fuck. But if you have and you bump into me somewhere, perhaps you can say it to my face instead of hiding behind your keyboard. Things would get very interesting very quickly, ha ha!

All those scrapped bangers are way newer than my daily drive! But yes, my 1972 Hillman Avenger has had the odd spot of welding done to keep the MOT tester happy. Interesting that they mention you can't weld a trailing arm link, which will explain why I had to replace those rather than get them repaired for the most recent MOT.

Very interesting. I am in Thailand and see loads of pick ups with collapsed suspension stopped in the middle of traffic. MOT test is interesting to say the least here.

*I'm from the Netherlands and the MOT rules from the UK are very similar to those we have.* But we have also the rule that not more than 10% of the body most have rust, otherwise, it's a fail. Also here it's not allowed to welded around suspension mounting components or subframes. Only if it is considered as solid and then that the welds aren't visible. Also over here they just use a screwdriver so even if your car is solid they can leave damage behind because of poking in the sills and so on. So this tool would be amazing! It doesn't damage the paint!

This is why you should clean your car every 2 weeks, just to prevent any corrosion.. I've got a 1997 Citroen and it has no corrosion at all!

The MOT is brutal. I can understand if a car's structure has been compromised, making it unsafe, but corrosion on non-structural body panels should not be a cause for failure. If you've got holes in the wings, that might be unsightly, but it's certainly not unsafe.

My wife was lasserated by an astra MK3 10 or so years ago in a car park by walking past it, rusty old heap. Cars are no different than white goods really. And if they are dangerous they need fixing or scrapping.

I had to scrap a perfectly decent punto because the drivers door didn't close smoothly. You had to lift it up to close it. It latched securely and was perfectly fine, but it failed the MOT. = MOT causes global warming. the Americans just have an emissions test but this crap cuntry is Tax Tax Tax

why is everyone going on about saving the "classics". This was filmed in 1997 so most cars would have been from the 80's, about 10-15 years old and not particularly sought after. Today's equivalent of scrapping a 2007 car today, no one cares, yet.

I was an MOT tester back in the early 90s Many cars were not so far gone that a little bit of welding wouldn’t fix. Mind you, quite a few cars I tested were indeed rot boxes and not at all safe to drive in. UK had weather and road salt that really added to how badly some cars rusted.

Here in the United States even in New York and California, they check the car’s undercarriage for mechanical issues mostly, not really rust unless it’s a major part. But quarter panel rust shouldn’t cause failure. I live in Illinois and these cars are good to go

I love watching this U.K. stuff regarding M.O.T. matters, I can't imagine the government telling me my car has to be thrown away. There is NO "government inspection" of vehicles in most of the U.S. , I regularly drive 50 year old cars. To say a rusty car is dangerous is silly and wasteful I own 8 cars, non of which are newer than 1960....a real shame how an arbitrary judgement can force you to junk your car

filthbomb I’m honestly shocked that anyone could think that in the Modern World a government could just take - law abiding citizens car away and destroy it (they can in other circumstances of course!), not sure how you could have come to that conclusion? The MOT tests various safety and emissions related aspects of a car, and some of the failures cause the car to fail its MOT. The owner then decides if they wish to have the car repaired. If they don’t, the above happens. Unless they decide to sell it to somebody who does want to repair the car and keep for themselves or sell for a profit. The test just dictates whether it’s a pass or fail. Most people’s cars fail, but it gets rectified. An air freshener hanging and swinging in front of the driver is a fail, but the tester would remove this before the test. It’s quite simple really.

@@Landie_Man ok, I get it ... people can't determine if their own car is a safty hazard on their own, So the MOT isn't there to determine that a car won't be allowed onto the streets, it's more like a free inspection that is voluntary and if it doesn't pass you can still drive the car around ?

filthbomb no not quite. The test costs about £40. If it fails you can’t drive it until the failures are rectified. It will also give advisories which should be rectified whenever. But not mandatory. Most people leave the car at the garage and have the repairs done, or take it home, Carry out the repairs and get a free partial re test. It’s annual and on cars between 3 and 40 years old. The MOT is mandatory for all cars built more than 3 years ago or less than 40.

They were rot boxes to start with, especially Fords. The only cars I never did any welding on were the Volvo 7/900 series.

These cars were only 10-20 years old at the time of making this. They weren’t valuable and many didn’t have the time/money/space to save them. It’s exactly how we’d treat a Mondeo or a 206.

@@k0rndog93 Cash for Clunkers might have been a failure but it was far from dumb, the hope was to get pollution pumpers off the roads and get people to buy new efficient cars at a time that the US auto industry was struggling. That's two birds with one stone, but Americans would rather cling on to a 25 year old car but still complain when the government has to bail out the auto industry to save tens of thousands of jobs.

Let’s be honest, most of the build quality back then was horrendous, I think we kid ourselves what great cars they were. I’m pretty sure you could watch the rust spread. Nothing wrong with nostalgia, though.

it's not only the cars that should be tested,it's the MOT testers themselves, some are complete psychopaths who fail cars just for the hell of it or else they don't have enough mechanical knowledge.The worst thing they ever did with MOT test was to stop them being taken for a test drive,you can a lot more about a car by taking it for a road test than you ever will looking at it under a ramp.

Theres also the money side of it, alot of them know if they fail you for something that is "almost bad" you are likely to not complain and just pay them to fix it. Thats why I like the way its done in Northern Ireland, the test centers are government run and has no incentive to fail you at all.

@@VeyronBD Yes i totally agree with you but you will always get some Testers where the power goes to their head and it could be your car they're testing..I speak as someone who became an apprentice mechanic in 1962 and an MOT tester in 1978 now retired I've seen them all the good the bad and the ugly. The best advice I can give anyone is NEVER take your car to a main dealer for your particular model

That's what the VT17 form is for. Fill one out if you're not happy with the result of the test. The overwhelming majority of VT17 complaints arrise when the complainant feels the vehicle should not have been passed, usually after buying a car and feeling ripped off. I guess this is because people wrongly believe the DVSA will apply higher test standards than the original tester. The MOT test is the minimum standard for roadworthiness.

most of the cars there are pritty much too far gone, plus it depends on were the rust is, if is the bulk head or the chassis or a frame or wheel arches then yes it would fail,. but most of these at least those last two were easy to fix bit of filler and bosh its back on the road, or you'd go to the scrap yard and buy the part from another car in far worse state or been in a crash and diy it yourself, it was mostly cars that had the old weld onto weld onto weld onto weld that failed as you pritty much had to do a mini resto on it to get it though, mind you it made banger drivers happy

As someone who both works in the trade and does banger racing it doesn't matter were the rust is it is a weak spot fullstop if its become brittle and holed and if your in a collision that point whether its within mot parameters or not its going to crumple like a tin can so corrosion should be failed no matter were it is on the vehicle

I am trying my VERY VERY VERY best to keep my 20 Year old Toyota Celica MK 6 on the road.. I have spent a total of £500++ on repairs in the last 2 Months and YES the car has developed YET ANOTHER problem this weekend which means more repair bills and more time without a car AGAIN! The car has done 169,000 Miles and is 20 Years old... Maybe the car is trying to say she is ready for "Car heaven" and she has simply had enough.. 20 Years old... She has done very well but maybe it is time I sent her to car heaven where all the Austin Maxi's and Morris Marina's have gone. I am all for using stuff until it drops.. But cars simply were not designed to last forever.

I still love my MK 6 Toyota Celica MK 6 She is back up and running again... She is a it weary these days..But I am going to try to get another couple of Years out of her.. Kind regards

I have my m.o.t due for my yaris sr ( quite rare ish, but nothing that special) its 19 years old and has done 146,000 miles. I think i only need a new offside healight and should be good

In new zealand our vehicle inspection is called a WOF warrant of fitness its just as bad with rules taking perfectly working cars off the road. A wof is 1 year for a car made after 2000 and 6 months for a car made before 2000.

I was a tester back in the day when these videos arrived. How we all laughed at their content....total BS. The rules were/are so vague, but enforced very strictly..... So glad I'm out of it now!!!!

Can't remember the last time I saw a Ford that I knew the name of. Grew up with Sierras, Cortinas, Capris, Granadas and the thief's car of choice, the Escort. Last Ford I knew the name of was Mondeo. I honestly can't think of the name of a current Ford but then I often forget the name of my own Nissan yet I remember all the classics, Cherry, Sunny, Bluebird.

That car still had good tires on it. Why scrap the whole thing? I don't understand, here in America we have Pick-n-Pull, where you can just go grab a part off the car or even buy whole cars. A corolla starter is $20 waranteed for 3 yrs. I'm not sure how it is in the UK, but there seems like a lot of perfectly good resellable parts on those cars

The weather in the UK means that cars rust a lot quicker than the US, there is a strict MOT test which cars in the UK must pass every year after they are 3 years old, even a broken light fails the test.

@@boberson33 - No, but it may not be economical to buy replacement parts specially if you can't fit them yourself. a garage would charge a lot to do it, even if you scrap the car you don't get the value of the parts that are good...

If this is 1997 the amount of 80s cars in the scrap yard is ridiculous...most are only about 10-15 years old! These days (2023) you see loads of cars from 2003 still, occasionally even late 90s!!!

no it fails the MOT test, then you have either have it welded up or sell it for parts or scrap metal. at one point about 10-15 years ago YOU would have to pay the scrapyard to take your car away, but at the moment scrap metal is around £100 a ton when weighed in/scrapped.

I had 2 cars one Austin & one Ford that were only a year old in the 70's that were rusting around the headlights & door sills, had to give them the full Waxoil treatment..i

7:30 a pin hole in the "prescribed area" should NOT write a car off . Common sense should prevail here over a blanket 30CM radius rule . A simple blob of weld or indeed filler with paint over it would mean a pass then? So glad the testers cant rive , scrape and bang the underside with the torture tools anymore . I used to use old engine oil and grease mix to coat the underside of my cars, never had rust issues but 1 MOT tester complained it was too oily for him . His boss told him to move over and he would do it. I was praised for preserving my classic car this way . The only snag was the light greasing of the brake pipes as he said he could not see if it was leaking or not . However, He could tell by high standard of maintainence that it was ok.

The corrosion assessment tool...if you see a tiny hole proceed to smack it eith a pointy body hammer till you made a big gaping hole... Ive seen vehicles beaten to death by testers completely unnecessarily many times.

In my opinion, MOT inspections are waynto sensitive on rust. Where's the matter, when the boot lid or the wheel arches are rusty. That's really non structural rust and to prevent people from cutting themselves by being stupid, just tape the wheel arche edge
