Engines with holes in, odometers that have been tampered and the tax payer footing the bill... It can only be Part 2 of my 'No more BMW Police Cars in the UK... thanks to N57 Engine Fires' Video!
After taking a look at the end of BMW badged police cars, I did a little bit more digging... and what I found is quite shocking.
Join me as I explain why these BMWs are failing, talk you through some of the comments on my previous video and take a look at what is happening to the Police BMWs once they're off the fleet. It's a pretty entertaining journey as we look at a catalogue of errors, own goals and well... fraud.

@classicrestouk

The police don't do MOT checks because they inspect their vehicle every 2-4 weeks for maintenance, repairs and safety. Much more robust than MOT checks. It does make for massive issues on the mileage records as there's no proof. As for drilling a hole into an engine, that's just wrong. No idea why they're doing this.

Tap threads into that hole, and screw a bolt into it as to plug the hole. If the hole went through TWO walls, then that's a little more complicated... Depending, you may be able to intentionally enlarge the hole on the outer wall, in order to plug the inner wall. Then plug that outer wall with a bigger bolt... Just thought I'd add a little story here: Many, many years ago a work friend had the idea of 'reducing' the mileage on his Renault 5 that his dad had bought him. I had a little bckground knowledge of this, so offered to help. My mate was giving it the 'big Charlie' about how his dad was a car dealer so he was just spreading the idea that he also knew what he was doing. After we'd taken the steering wheel off and removed the instrument binacle, we were ready to change the odometer. However, I couldn't stop laughing when I saw what was written on the back in Tipex. The phrase "Oh no not again" still makes me smile to this day! Enjoy.

@CaseTheCorvetteMan
@CaseTheCorvetteMan Жыл бұрын
@@JohanHultin they're checked by fleet management and verified by 3rd party here, you need to enter the odometer at the servo when you fuel the car up as well, and if it doesn't fit within a range based on a few things including the odo reading at last fill up, you will either have to check and confirm it is correct, then sign the receipt, OR you will have to force an overide, again signing the receipt, so everyone knows who authorised that fuel up and what odo reading was on that car at that time. To defeat the system and adjust the odo reading on a Police vehicle here would not only be incredibly difficult, it would require pretty near 100% co-operation from any officer likely to drive or fuel up that vehicle, and that will NEVER happen, i for one would never leave myself open to getting nailed for that.

I am just imagining here, but imagine if the guy drilling the hole also attended the auction with his friend. Imagine how easy it would be for him to just drill a cheap part of the engine that's easy to fix so his friend could make 15k buying, fixing and selling it. Imagine him getting a kickback. It would be so easy for the mechanic to find someone within the trade and to arrange that they will drill a cheap, easy part that's easy to replace and to tell his friend which car to bid on. In my view, that is stealing from the tax payer and corruption. Do you think anyone would ever have connections to the motor trade and make it easy to fix these cars, perhaps taking a kickback for doing his job extra carefully? Would it technically be illegal if he did properly drill the engine and disable it, only in a cheaper way for the garage to fix? After all, he did successfully disable the engine with a drill. Could he mask the kickback by receiving cash in hand? or a discount on a new car? We will never know. But it's an easy way for a man to make a kickback. I'm sure some will have thought about this

If you don't know the scale of criminal activity in Polish police, you don't know the true disgrace. No gang, no criminal group is rotten as much as the police. They punch 130km/h across the town. Drunk during the night patrol, not even slowing down at the crossroads with the STOP road sign. They turned ON the emergency lights and signal on the roof. They make it this way because when a car crash happens, it is entirely the other car owner's fault. They commit crimes like they would drink morning coffee. They are 100% above the law, even with a murder caught on camera. The entire nation has lied - they made up the event so it looked like the cop shot and killed a young man because he defended himself from a youngster's attack with scissors. The cop was only asked to retire. Killed a young guy when without no reason tried to catch him while holding the gun in hand, safety-off, round in the chamber, finger right on the trigger. The ministry made up the entire story at the moment's notice. Nobody (aside from the people demonstrating the next day) faced charges. So that's the current Polish govs scum for you.

He knocked about 30,000 miles off the thing before putting it back into the car and putting it up for sale. Some come yearly pre MOT or service not to mention the number of lease loan private cars done inc motability vehicles . The main advice is even if you buy a car from a main dealer before you do for the sake of around £15 do a check with one of the following companies as they also check if cars have been police cars etc and also have history of vehicles going to salvage auctions as unrecorded crash damaged vehicles that should be write offs but some how skirt around the official channels and don’t get registered as such so dodgy dealers buy and repair them and there then sold as having no major accident damage recorded. The speedo was clocking 150 K miles but when I drove the car last time almost two years before he got it it was over 300 K miles. I told him but he was not willing to talk about it with me...... then I knew who did it. It was still a really nice car with all bushings new, tight and not a single sound.

Back in the 1990’s I worked at a VERY LARGE GROUP of auction houses. One of the safest cars to buy was an ex-police car as even though they had well over 100,000 miles on the clock they were fully serviced! Mostly in white (the worst colour back then) and the lowest trim …. But still almost 3/4 sometimes 1/2 the price of a normal car of the same spec. Of course this is before OBD ports and digital speedometer came into play!

I work in one of the biggest forces in the country and our vehicles are not maintained by us, we use a third party firm to do it for us, they take vehicles off for repairs and usually take far too long. i.e two recent examples, a tyre puncture took a week, and a brake pad and disc change took 2 weeks.

I've had a very different experience with ex.Met Police vehicles. I've purchased two cars, a Land Rover Discovery (used for Royal Protection, I even found an image on Google showing the car in front of the Royal motorcade) and a BMW 530i touring traffic vehicle. I purchased them through a salvage auction, I collected both the vehicles from Winsford in Cheshire via Synetiq. The BMW had a printed service history showing that Babcock International had serviced the vehicle between the services carried out by BMW in Park Lane. The Land Rover had similar service history attached with the V5c. The miles displayed matched the service history on both vehicles. I would accept that both the cars had slight challenges, the Police had disabled the Sat-Nav on the Land Rover and even the main agent couldn't get it to work. The BMW was fairly basic and there was plenty of holes to fill and paint, but it did have the dual battery system and electric folding towbar.

So, correct me if I'm wrong, it's not actually the police clocking these cars, it's actually criminals buying them from the police auctions with the correct mileage stated in the auction listing, then clocking them and taking advantage of the fact police cars have no MOT history to hide the car's actual true mileage. Still something as the public to watch out for then, if a car's first MOT is not when it was 3 years old, then be weary I guess.

Sadly, I know it's NOT... BUT... IT SHOULD BE... FOR S A F E T Y S' S A K E AT LEAST... That ABSOLUTELY NO VEHICLE can have it's mileage clock changed AT ALL. Manufacturers MUST HAVE IT BY LAW that clocks CANNOT be EASILY manipulated either physically or digitally. They MUST make it AS DIFFICULT AS POSSIBLE. And with the digital setup, that SHOULD BE easier to make the mileage PERMANENTLY set. Yes, I know, there would be people coming up with ways around it like say, swapping the clocks or swapping the ECU... BUT... MAYBE... DO AS APPLE DOES with their iPhone parts... CODE the clocks and/or ECU TO THAT CAR, so if someone tried swapping a set of clocks and/or ECU from one 'Lower mileage' crashed car say, to another 'Higher mileage car' working car, they WONT WORK, as said parts would have different coding and thus WONT communicate with eachother.. THAT would help! 😎🇬🇧

After working for multiple manufacturers I can confirm they chase police business as it has been perceived as prestigious, but often in reality its often not profitable in reality due to pricing, additional testing required (braking and electrical for example). Factor in massive after sales support and discounted parts for police workshops and training them to undertake servicing AND paying them to do warranty work. In terms of discounts it will not be a like for like due to specific police specifications, however I’d hazard a guess that it’s 30% to 40%. Due to the current supply situation, plus the drop off of demand its probably a commercial decision from BMW (GB)…

The police have an exemption from MOT-ing their vehicles, that's fine; their regular servicing most likely genuinely does negate the need for them. *However*, I think the current legislation giving the police this exemption is half-baked. Even if they're not testing they should be made to register the mileage within the publicly accessible MOT database, if not yearly then at the very least when they dispose of the vehicle. This would prevent falsifying the mileage when it's MOT'd for the first time outside of police ownership.

As long as the auctions are advertising them properly then the money spent on MOTs wouldn't increase or decrease the residual value so it would be wasted as the police wouldnt get any more or less money back. What the buyer of a car from auction does with it after its left the auction has nothing to do with the seller at the auction. That's like you selling a car to John down the pub, him clocking it and the new buyer coming to you for compensation!

I work on police vehicles 👨‍💻👨‍🔧The holes are drilled in the side of the engine block true .This is done because the police force is privy to technical information and would be corporately responsible if a member of the public got killed by an ex police car .As for the mileage every police vehicle has a comprehensive service record available under freedom of information act or the police workshop if you have a helpfull local police HQ 🚔

Can’t say I agree with the premise of the mot before selling comment. As you already stated in the video, the cars are going through the auction cheaply THEN they are clocked so the response about adding an mot does nothing to add value still stands true. The police are not selling cars after the auction and at £40 a pop, it’s an expense the tax payer doesn’t need. This is of course as the fundamental basic understanding of a car being put through the auction to recoup losses and not a scandal of ripping off Joe Public. That is being done by the resellers and quite frankly still need dealt with but I feel misinformation passed on from personal opinion doesn’t really help the situation but rather muddies the water

@@BusyElf the point can be whatever it wants, I didn’t disparage the claims of people being ripped off. Hi Geoff. Really enjoyed your 2 part series of videos. Passionate and articulate delivery. I subscribe to a couple of other KZbin car sites and one is re-building crashed cars. They advocate using Car Vertical to do a full vehicle history check including if it's been crash damaged and repaired. Wonder what it would say about any of the police cars you've mentioned?

It would be interesting to check but I suspect they do their own repairs and any accidents with liability would likely sit on a group insurance policy with nothing recorded against the actual Police car involved.

CarVertical only works if there is already a public record. You’d find a police car Is a ghost until it leaves the force, with no traceable trail. Certainly no crash damage would be recorded in that time.

And ironically enough the car he got to borrow from bmw while they worked on his burnt to the ground on the motorway two days after. And I just heard about a sixth one going up that belonged to a guy at work. It only had 70000 miles on it but the chain broke and split the front cover. Oil got on the exhaust and a fire started. I was wondering why he showed up at work in his old Renault

Many Danish car importers buy cars in Germany or Europe with high miles and import it as a high miles car. Then they fix the miles and register it as a low miles car..... the difference is in lower import taxis and higher sale price...... Or they fix the miles as high before import and then put it to the normal after import and before registration ....... money making

It was hilarious listening to his story of how he stayed up half the night before he handed it back with a drill clocking the miles forwards 20,000 Miles...Whoever bought it definitely got a bargain because it had done way less miles than what was shown on the clock.😂🤣😂🤣

BMW does not bring the price down for the Police Fleet; they lobby the right people (grease the right wheels) - and then sell the cars at a premium. Even worse; the loss of value on these premium vehicles from new to secondhand are exponentially more than for entry level vehicles. Why does a cop need a high tier executive vehicle; they don’t need to catch someone in a high speed chase (putting everyone at risk). They merely need a second cop-vehicle a bit further down the road who is radio’ed who can then await the offender.

Car company’s make more money from parts then they do cars. They lose their patent rights after so many years hence they’d rather sell you a new car than keep an old one on the road because after so long anyone can make parts for them. I own nothing but old cars. They’re bullet proof and easy to fix. My 960 Volvo was sat for 5 years and all it took was a jump pack to start it. I’ve been in the motor trade for years. I’ve seen clocked cars. Mileage blockers are used more than people think. Electric cars will be easier to clock once the software becomes open source you wait and see.

Modern cars can be clocked but only the mileage on the clocks!! the Modern car remembers the milage in 3 places on the ECU on the ABS module and on the Clocks so if clocked it's only changes the clocks you can Not change the milage on the ECU or ABS module. Dealers will always take a Supercar to main dealer to have the ECU read before buying for this reason and this will be the case on all modern cars. Also on a BMW every time you use the keys the car downloads the mileage to the Keys so every time you use the car the mileage is checked against the key by the ECU and logged, this is how a lot of clockers are caught..

Geoff, a new car keeps the odometer mileage (or would br kiloage in metric?) in several different computers. The dash display usually reads from the ECU but there may a second storage of the number of engine rotations, or the mileage, in other controllers as well. An authorized dealer, or someone with professional diagnostics, can pull these and compare them to see if they match. It would be a simple operation to around a car with the diagnostics and a couple of cops to check on ex-police cars, then go after the sellers. You'd also find the cops might not care about MOTs for their exempt cars, but your MP can start legislation to remove that exemption. It serves no purpose really. If those cars are going on public roads, a safety inspection benefits everyone, doesn't it?

Indeed! I have discovered the true mileage on a quite a few vehicles because the guys who do 'mileage adjustments' do the very minimum. Transmission,bcm,abs/dsc and even telematic systems can often contain and record true mileage. The modern way seems to be cheat devices interfaced into the instrument cluster.

I was young and couldn't afford much. The cars went on for ages anyway, not an excuse🙃. A relative of mine (this is the early 80's) worked for the police garage in Ealing and yes, he said he was told to clock the cars before they went out!!! It was common knowledge with all the staff and police at that time. The ex police cars that had lower mileage were first offered to the police only.

I did a series of videos about police speed cameras and a lack of correct speed limit signs. Within a month I had a speed trap outside my house, a visit from a fairly senior police officer who made verbal accusations that I had filmed in court. I still have the notebooks from the court room. They also ran a prosecuting where the signs were changed after the speed camera was used but before the court dates. They conveniently lost on another technicality before we got to the signage. I still have those videos on KZbin but they are currently marked as private.

@@SoulTouchMusic93 there's a similar setup in a village near kings lynn which catches out a lot of people unfamiliar with the road , 60 mph down the hill then a left hand bend. As you come out of the bend the speed limit changes to 30 but because of the hedge along the nearside you can't see the sign until you're about 50 yards away from it meaning you have to brake like hell in order to slow to 30 before you reach the sign which can be incredibly dangerous if the road is wet. Conveniently there is small lay by right next to the 30 sign where plod often sit with their little tripod mounted camera, usually when the A47 is closed due to an accident and the police have diverted the traffic through that village. @@drundub73 The interesting part is that the councils., courts and police are in partnership. Camera partnerships, working in consort. Yet the signs aren’t maintained, the police sign off a certificate to say the signs were correct, without visiting the sites to inspect. The courts believe these certificates. You might think if a speed limit warrants a camera enforcement, they might maintain the signs. It’s misconduct or malfalise in public office to prosecute someone where there was no lawful sign to obey and to certify the sign was correct. If a person drives someone to a bank robbery , they are acting in concert, just as guilty as the man in the bank. Judges, councils and police are all as guilty as each other as they are a camera partnership.

@@TNT-projects interesting. There's a village on the outskirts of norwich, taverham, which had a 40 mph speed limit for years, a few years ago it was changed to a 30 and a speed camera was installed but the only sign is, and has always been, obscured by trees, so much so that I would challenge anyone unfamiliar with that road to drive along it at night and tell me where the sign is. Of course any GPs device manufactured before the limit was lowered still shows it as a 40 and I know more people that have been nicked there than anywhere else in the country. If this was anything other than entrapment they would remove the branches of the tree that are hiding the sign?
