The writers are so inept that they waited to episode 7. To reveal the fact we already know the victims were link to project scooby, and the killer could've altered their voice. Its also thanks to Norville that he figured out his Grandmother was still alive and that she wanted someone to check out the military base to see if the military was still trying to copy her work. Just to force the information about what's going on to Velma.

TBH being able to hang out with your PTSD hallucinations instead of being emotionally abused by them is peek wish fulfilment. I don't know if you know about this or not but there is a Scooby Doo Apocalypse comic book. It's better than this and the dogs scooby and scrappy are actual military experiments and Shaggy is the dog trainer. The Apocalypse happens and the scooby gang meet for the first time. Someone on youtube explained the whole story. Edit: I'm only half way done and I'm pretty sure the hallucination is an actual ghost....
