Venezuelan here, due to our hyperinfletion it works like that, if you ask for quoue (presupesto) for something, you have very short time to pay up. For example: you want to buy a Friedge at 100$ chances are if you go at the end of the day or the next day, now it cost 120$ yes, we are that F in this Shtty country :(
