He kinda is. Remember how in the first movie he beat entire groups of mercenaries more than once? He even ate a guy's head in there too. Basically the same as he did here, It's just mostly not shown on the same level of brutality. That and Kraven has shown us how powerful he can be by not only defeating Spider-Man, but killing his enemies and resisting to attacks spidey didn't. That makes this Venom seem hella powerful. Movies Venom couldn't possibly have the same type of build up(unless for a MCU version maybe). And the only big bads Venom has fought were essentially stronger versions of himself.

The music for this is freaking amazing. It feels like even Venom and Kraven's themes are battling, with Kraven's becoming more somber as Venom's looms over it nearing the battle's end. As it seems to begin reaching a conclusion, it cuts off, with the sheer horror of what Venom has accomplished taking over, even shifting with more anticipation as Harry slowly realizes what he's done. pure amazingness

At one point in the game Harry says when he was in stasis in the tank he would constantly have dreams of his mom talking to him about healing the world, along with the nightmares we saw at the beginning of the game. I think it’s safe to say eventually the symbiote was brainwashing Harry the entire time, and would’ve eventually used the Emily May Foundation to spread duplicates of itself. Probably thought Plan A (the meteorite) was destroyed and Emily May was Plan B until it realized the meteorite was still intact
