You don't need a 4K camera to achieve this effect. Shoot in 1920x1080 and make the sequence in 1280x720 - sure the finished product will be in 720p but the 4K camera is not needed to make the effect.

SHOHANA'S WORLD trololololol I said "4K camera" - you obviously need some sort of camera if you want to shoot the footage but you can also do this with stock footage as well. My point was only to tackle down the resolution issue.

After Effects has a "Preserve detail upscale" effect and with it you can resize 720 to 1080 with better quality than just scaling the normal way. BUT is the difference from 720 to 1080 that important? Why not make the sequence master in 720. KZbin has pretty good algorithms in the player that if you watch 720p video on a 1080p screen in full-screen - it will be sharp.

It's not required to film in 4K. All you need is a camera that shoots at least 1080p. The difference is that with 4K it won't be as pixelated when you scale in on the footage.

Played with this effect while making our Frozen Romania short film - one piece of advice that'll push the effect even further would be to track the object in the center to add stability to the shot! Hey, Adobe Premiere is part of the Adobe Creative Cloud Package that is a pretty good deal if you do editing full time or part time. If you did any schooling in the media field you can save some extra dollars a month, on their student plan.
